Program Funding
In order to strengthen its accountability and protecting donors’ investments, United Way of Washington County implemented a system of allocating funds based upon the results the partner agencies’ programs produce. In 1996, an all-volunteer committee was formed -- the Agency Relations and Allocations Committee (ARAC).
How it works:
- Every two years, partner agencies submit funding applications for programs they would like to receive funding
- Agencies submit results on a quarterly basis for benchmarks they set for their programs. Volunteers from ARAC review these quarterly results
- After the campaign is complete every year, ARAC volunteers allocate dollars raised during the campaign according to program effectiveness.
It must be noted, however, that only general dollars (unrestricted gifts) raised during the campaign go through this allocation process. Donors do have the option to restrict their gift to go to a local partner agency or another United Way. Restricted funds are used at the agencies or other United Way’s discretion.
